Installing from a bootable USB Drive
I ran into the same problem install Windows 7 on various different PCs and Laptop and then I created a bootable USB Windows 7 Ultimate using the Microsoft Windows 7 USB/DVD Download Tool.
This fixed the problem on all the systems that the DVD did not work with.
