Installing drivers before clean OEM Windows 7 Start Up?

How do manufactures install the drivers before the Windows 7 Start up and before you create your account and everything? Because I fix computer for people and when I usually reinstall Windows for them, I have to set up the account to install the needed drivers for their computer. How could I install the before the account creation so that they can set up their own account by themselves?

Custom install media. The drivers are added to the install media and put where Windows can find them during the install. Other than that I don't know much more about. Something like this I would think. How to Create a Custom Windows Installation DVD or USB Install

The other way to do it is install Windows then install all the needed drivers and utilities and then make an image of that. That's how Recovery disks work, they just restore the image back to the partition(s).
