I had a similar problem with windows 7 and the onboard realtek pci-e ethernet. My setup is cable modem -> netgear router -> home computer and I noticed net access would stop to the point where I couldn't even connect to my netgear router, though existing persistent connections like instant messenger would still be okay. My laptop still connected fine to my router so I knew the router/modem weren't the issue. Also the exact same setup never had issues under XP. I'm guessing its might be the same case for you since when you reboot your cable/dsl modem seems to be working fine again.

I ended up buying another internal modem from newegg.com (a PCI modem instead of PCI-e, a cheapo TrendNet $10 one) and installing it a day or two ago, that seems to have fixed the problem. I think other people must have this issue because on the newegg product review page for the modem I got I heard someone saying they got this modem for the exact same reason as me.
