I have multiple computers on my home network that access the internet.
All is working well.

I would like to add one additional computer to my home network that would be able to connect (TCP/IP) to one of the computers on my home network but have ALL internet trafic blocked to this new computer.

The new computer is my secure computer and has not been on the internet & I would like to keep it isolated from the internet. BUT.... I would like to give it access to one computer over my home network.

Can this be done with some special TCP/IP setup or some special firewall settings?

Most of my computers are running Windows 7.
The two computer I want to have talk to each other are both running Windows 7.
One is Windows 7 Ultimate and the other is Windows 7 Starter.

Thanks,
John Long

Hiya and welcome to the forums

One quick way to do it is to Go to Internet Options in the Control Panel (on the PC you want to block). Go to the Connections tab and click LAN settings. Uncheck "Automatically detect settings" and then check "Use proxy server" and put settings in for a proxy server that doesn't exist. This will time out the Web browser each time a user tries to pull up an Internet site.
Another way is to put in the correct ip address manually but set the gateway/dns incorrectly.
Alternatively, you can set the Internet router to deny all port 80 traffic to the WAN from the IP address of the client PC you want to block. But this is a bit more involved. ;)

Another thought

Since I have computers 1,2,3,4,5 on the home network and the Internet, what if I connected the new computer (#6) directly to computer #5 using spare NIC cards and a crossover cable?

Would that give me TCP/IP traffic between computer 5 & 6 but block ALL Internet traffic to computer #6 (the new computer) ????

You got me thinking......

Could I set the Internet router to deny ALL internet traffic to the new computer?
Would that still allow the new computer to have full access to the other computers on the home network?
