Internet connection error or internet Download Manager problem

I'm using IDM 5.19 build 3 in may DELL Studio 14 using Windows 7. Recently I cannot finish my downloads. When I start the queue the speed will be around 200kbps but after a few seconds the speed fluctuates and becomes slower. The speed becomes 5kbps or slower.

Is this my internet connection or IDM?

I check my old laptop using Vista with the same connection. I don't see this problem. Also I tried downloading using the browser (no IDM) and the speed is consistent 200-250 kbps.

Help badly needed. Thanks in advance.

thanks! the problem still exist. if i use the browser to download its consistent and if i use idm and free download manager the speed is reducing.

i have question about my iDM v6.04
why no changes even i use iDM same with my download without iDM ..
example .. on internet is 50kb/s same with iDM onLy 50kb/s what probLem >
the other iDM work over 200kb/s ?
