internet explorer 9 help, not sure what this is

Hi, I'm not sure what this is called so I included a screenshot. Is it possible to move this notification in internet explorer 9 to the top of the browser?

It is your notification bar. I have been having a look around the net and no I'm pretty sure you can,t move it to top of page.

Truth is, the notification bar will only show for a short duration...Unless you choose to ignore what is being displayed. Most are Allow/Disallow or Yes/No prompts which require user input.
