internet slow as dialup ipv6 "no network access"

I have three Windows 7 computers and one Windows XP computers. my most recent Windows 7 computer (HP Pavilion a1423w) which originally had Windows XP on it was given to me saying "if you can fix it, you keep it" sort of deal. the Windows XP was loaded with viruses. I opened it in safe mode because the virus blocked dxdiag saying some system file was infected in normal mode. I verified it meets the minimum requirement to run Windows 7 based on computer's stats. I put Windows 7 ultimate in and formatted the HDD and installed Windows 7. installed my video driver via "have disk" because the graphics doesn't like Windows 7 (followed a tutorial).

long story short, I have internet plugged directly in the modem, all other Windows 7 computers plus the Windows XP computer get ipv6 but this one. the internet on the computer without ipv6 working is as slow as dialup, and in the settings it says under ipv6 "No Network Access" ipv4 works but downloads are extremely slow

Are you able to provide screenshots of the IPv6 addresses you are referring to in an IPconfig screenshot. IPv6 has various categories of addresses that determine what sort of access you have.
