iphone scrolling on Win7

I have an older hp tx1417cl with the single input touch display. I also have the newer tx2517cl with wacom.

On the new tx2.... and tm2... hp tablets, I see that they have the iphone-like scrolling, so you don't have to do pen flicks.

How can I download this for my computers?

I was able to find the install for W7 touch pack, but the scrolling did not come with it. It was simply the surface apps.

Is there another download I should try?:sarc:
