That sounds like "system builder" media. I didnt have any difficulty moving those, just a call to ms on the freefone number.
Type slui 4 in the run box to get the freefone number if you need to move it to another pc..
If the other disc has HP printed on it, then it is probably HP recovery media. Which would activate on machines with hp slic in the bios. It can be used to install on any machine, but it wont auto activate unless there is an hp slic. It would have to be provided with another license key. Some of those oem recovery media also have a diskpart script which will partition the disk, so care is needed if using on another machine.
