is re-launch re-starting?

I need to take the - enable third party browser extensions - and uncheck it then relaunch windows explorer...I know it may sound like a simple question but that is only closing explorer off and then opening explorer again right? its nothing to do with ' re-launching ' windows explorer in my system....?

You must be talking about Internet Explorer. Yes that' what it means. Close and reopen the browser window.

Windows Explorer is a completely different thing than Internet Explorer. Be sure you have your terms correct.
