I just need to know if the card will work with my computer without any issues. No need for $200 card recommendations.

Should be just fine. Only concern would be if that 500W power supply is of decent quality or they stuffed a cheap no-name in it.

That confusing little chart is the important part. What does it show for the amps for the +12V?

On the chart below +12v (positive twelve volts) its 18A (18 Amps).

That says that it isn't one of the better 500W power supplies. A good 500W will have somewhere around 22-26 amps on the 12V line. You should be OK as the HD 4650 isn't that power hungry of a card and doesn't require an external power connection, but I wouldn't want to be running anything that requires an extra connection from the power supply.

On the chart under +5v its 30A. Is that good? Or it has nothing to do with it...

Very little anymore as most components run of the 12V line.
