Is there a way to enable the built-in administrator without admin?

Sorry the title limit was too short.

Basically what I was wondering is:

Is there a way to enable the built-in elevated administrator without logging on to a current admin account and without having to ender the admin password?

e.g. from the welcome screen or from a standard user account.

I am on windows 7 home premium 64 bit.

Basically, no, there is no direct way to do that.
Changing anything from any user account besides your own requires administrator permissions, this includes creating/deleting/enabling/disabling any other account. The only change you can most times do is to change your own password.

The options would include to tamper the user database from an external OS, or tampering with a few specific executables to get elevated permissions from the login screen.

Unfortunately that requires an administrator password.

Not if you boot from your Windows 7 installation media to open a command prompt at boot using Shift+F10.
