Is this normal?

I bought one of these Cooler Master GeminiII M4 coolers, and I don't know what for, but BIOS temperatures are still reading my temperatures as too high.

I assume you are referring to the 65.5 degree CPU temperature.

No, that's not normal at idle---unless your room ambient temperature is 50 plus C, very very unlikely.

Are you overclocking?

My first guess would be that you didn't mount the new cooler properly.

I would think 1.4 volts is very high for a cpu sitting in the Bios.

What is the cpu speed ? we can`t see that.

I have the Cooler Master GeminiII S524 (first version; there is a version 2 out now) cooling my i7-3930K (six cores), which is a hot running puppy even at low load, and, even at 25°C room temperature, my core temps are running between 38-42°C right now. The S524 uses six direct contact heat pipes instead of four like yours and has deeper fins. I would check the TIM (Thermal Interface Material i.e. thermal paste) to be sure it was applied correctly. Some TIMs are better than others. I'm using Arctic MX-4; I like it since it is non-conductive and doesn't require a burn in period, making it almost goof proof. If your TIM is good, then you may want to consider upgrading to the S524.

My AMD chip runs at a voltage of about 1.1V to 1.3V depending on load.

No normal range is 0.998-1.300 from being down clocked to 1.0 Ghz and Boost being 3.4 Ghz full speed

BIOS says that the CPU can overclock up to 6.3 Ghz and can be volted up to 1.55v. The TCase Max for this CPU is 74°C

These numbers are a bit low in the spec charts. At 2 GHz, I saw voltages at 0.912v. They said 0.250v

And I wasn't able to get the turbo frequency to 4400 (much less 4395 MHz) by using the voltage in the "Boosted P-States". The reason BIOS chose to set 1.400v or even 1.440v is because the overclock settings are in "automatic" mode, which means, most of the settings are best determined by the BIOS alone.
This APU won't overclock through the front-side bus like the A4-5300 before it.

Auto bios settings or not. I believe that your cpu cooling is not able to handle the extra heat the high voltage is creating. Until you get cooling to handle the extra heat I recommend backing down the Vcore volts and overclock.

I know very little about AMD but what I do know it's like any other cpu. It doesn't want to be overheated. Any over clock must first be backed up by proper cooling.

That is not TCase Max. That is the absolute maximum core temperature.

IIRC, TCase Max has no meaning on an AMD processor. It's an Intel specification.

And do as Layback Bear is suggesting. Get better cooling before you start overclocking too much and destroy your CPU.

Remember how I had this Zalman cooler, and then I said that it was so big, it stuffed the case full, every time? Now, where do I go to get the replacement fans for it?

Yep this doesn't look like much cooling to me unless you've updated your system without updating your system spec's,

But to answer the question, you get a replacement fan from the manufacturer or a place like Newegg, why does it need another fan ?

You want a real cooler, get this.

I only have a 120x240 vertical vent. And how is it possible to pull my case apart after installing the thing?
