ISCT Agent Error 1003 on Boot, and not able to sleep

I recently built my first desktop computer, and for the most part it went pretty well. The one issue I am having is that every time the computer boots, I get the following message:

When I check the Event Viewer, i have an error message that doesn't have a description, but just includes the following string (Sorry, the smiley should be : and D, but it auto creates a smiley):

CAgentState::DoPeriodicSuspendResume ****Error in initialize NetDetect, status = 0x2

Another symptom that i have (I'm not sure if this is related but it might be) is that my computer cannot sleep properly. When i try to put it to sleep, i continuously wakes back up then goes back to sleep. I can't stop this without rebooting.

I have tried removing and reinstalling Intel Smart Connect, but this hasn't helped. Does anyone have any other ideas of how i might be able to fix this? Thanks

Hello ICit2lol, thanks for the response. I booted into safemode fine, ran SFC as directed in the link you posted, but it didn't seem to find any errors ("Windows Resource Protection did not find any integrity violations").

Well lets check the date and time on the system and also power settings in the Control Panel especially the Change when the computer sleeps in Power options.

Everything looks fine to me. The Date/Time are all set correctly, including the timezone and everything. The power settings all look correct, nothing that would be causing these issues
