Solved Isn't my Windows Photo Viewer up-to-date?

I downloaded an image that appeared as an icon and not a thumbnail like the rest of my pictures. I opened the image and got:

Windows Photo Viewer can't open this picture because either Photo Viewer doesn't support this file format, or you don't have the latest updates to Photo Viewer.

The file is bmp and is selectged in Default Programs.

Is this related to this post http://www.sevenforums.com/customization/248930-where-wallpapers-stored.html if so I did some testing and when you use the Use on Desktop with Opera it corrupts the .bmp image for some reason and Windows photo viewer will not open it.
