Issues installing Win 7 SP1, CSI payload files missing

You have a number of failure points in the SFC CBS.log - it looks to me as if the scan didn't run properly.
I'll have to research this. - back tomorrow.

Sorry for the delay in getting back to you work has been a bit busy, I ran the SFC at boot and got similar results, no issues detected. I have attached the CBS log to see if anything jumps out.

These seem to be the critical lines - and would imply possibly a stuck pending.xml file

That last error message is pretty much to be expected - Users by default don't have access to the folder.
OK - let's see what happens if we change the TrustedInstaller service to Automatic temporarily - this can complete any hung installs

Open an Elevated Command Prompt, and run the following command

SC CONFIG TRUSTEDINSTALLER start= auto

You should get a success message.

Reboot and let the system stand for 15 minutes, then reboot again.
The run the following commands

SC QC TRUSTEDINSTALLER
SC CONFIG TRUSTEDINSTALLER start= demand

post the results, and run another SFC scan and post the CBS log from that.

Still the same errors.
I've been trying to find what causes this - and so far have been stymied, because it appears to be a Group Policy setting which is enforced by a Server, rather than one that is resident on the machine. I can find no relevant registry settings in the usual sources.

I'll keep looking :)
