issues trying to start C&C 3 (harward acceleration?)

okay, so i've downloaded C&C 3 to my laptop, it surpasses all minimum system requirements, however whenever i try to start up the game an error window pops up and says "Please make sure you have DirectX 9.0 or higher installed. Also verify that your video card meets the minimum requirements, and that you do not have hardware acceleration disabled in the Display control panel." I'm pretty sure the problem is with the hardware acceleration but i do not know how to access it.

I have Direct3D 9, and i'm pretty sure my processor is an ATI model of some sort.

any help will be greatly appreciated

you should install the latest directx 9.0c, because win7 doesnt have all libraries of dx9.

any suggestions on where to get the complete directx 9? and what its exact name will be?
because i downloaded some form of directx 9 but it was called something like directx end-user runtime

Could you let us know what type of ATI card it is? Also make sure you have the latest drivers for it. Direct x9 end user runtime is usually all that you need.
