JPG saved in browser as background always stetches?

I'm attemping to simply make a jpg "fit" in the background. Ive attempted to change the picture fit options in the wallpaper setup but it doesnt change how its display. again, it always comes out as stretched and fit.

Any help would be appreciated.

This might help you get it figured out.
My desktop wallpaper only displays in the stretch format. I would like to display a .jpeg file in the center mode. I click on center and save changes but it remains in the stretch mode..
