You have a huge number of processes running on the startup that can be any of them.

Did you disabled ALL non M$ services and ALL startup processes on MSConfig?

Processes running on the start up.
Are these the icons I have in my lower task bar ?
If so there must be say 20 of them. I thought it was ok to have them there as you have the option to pin to task bar.
If not please advise.

Regarding the MS services yes I did.

Hi,
I have looked at the link you mentioned.
I then logged into the Admin account.
Disabled services & start up etc, apply, ok then restarted pc.

I then logged into the Admin account again to still see the Libraries page show before me.
Logged back into my account & still does the same.

Regarding those items at start up i assume those are the ones above my clock & NOT those along the bottom of my screen i,e task bar ?

The startup programs are not necessarily all those on the Taskbar since you can pin any program to the Taskbar (to create a useful shortcut), which in turn does not mean that the program would run at startup. Some of the startup programs will leave an icon in the Notification Area (i.e. hardware related programs, etc).

While you do have a lot of programs running at startup, I don't see which one would specifically open an explorer window - and that's what's happening, somehow your computer opens an explorer window on startup, which in turn opens in the Library folder by default.

Try looking in Start Menu -> All Programs -> Startup. Is there anything there and, in particular, is Windows Explorer there?

In your screen shot, the Userinit has the duo userinit that I had asked about much earlier concerning the name of the file in the System 32 folder.

You should edit that to to remove the second userinit.exe, after the first userinit.exe,

Note you can either back up that key or run a system restore point before doing so, if you desire.

If you don't know how to do the edit-

double click on Userinit. In the data value, delete the second userinit.exe, so that it reads

C:\Windows\System32\userinit.exe,

I didn't see this reply when I edited my last post.
