Little yellow dots all over my desktop

When I first boot up my desktop is full of little yellow dots. My desktop picture is there, but overlapped with the dots. The dots will go away in less than a minute. I have a Radeon HD3200 video card, Win 7 Home Premium, 4GB of Ram, and Asus M3A78 Motherboard. Is this a bad video card, motherboard or something in the OS? Thanks for any help.

Thanks diehrd. I cleaned the card and everything is fine now. The fan is on the bottom of the card when mounted and I couldn't see how dirty it was.

gogreen....my problem is fixed. The video card was extreamly dirty. I cleaned it and now everything is OK.
