Low CPU usage, but slow computer

Hi, I'm new to the forums, and I was wondering why my computer is so slow. It's usually running very fast. I have 16GB of ram on a 64bit windows 7 computer. My computer usually runs fine, but starting two days ago, when I get on to my computer the CPU usage is less than 10%, but it's extra slow and it freezes. I don't know how to fix this. I don't think it's malware, because I ran two different malware checks on my computer and nothing came up. If you need any more information about my computer, then ask me. Also my computer runs perfectly on safe mode (which is what I'm using now).

Try doing a clean startup to eliminate the possibility that one or more of your startup programs is causing the problem:

If it solves the problem, then we can work at putting the individual items back until the problem resurfaces.

If it does not, try a system restore to a point before this started happening. Here's how:

What malware scanning programs did you use?

Hi, again. I tried a system restore within a day of the problem, and it didn't work. The virus scans I used were Norton and Malwarebytes. What specific system specs did you want? Thanks, for the quick, polite response!:D

CPU usage and ram usage should go down if you are not doing anything on your computer.

I know that the CPU usage and RAM usage go down when they are not used, therefore making the computer faster, but for some reason the RAM stays the same, and when the CPU goes under 15% it starts freezing and getting really slow. Also, thank you for clearing up what computer specs I should list. I'll get to that.
