Make Windows (7/8/10) install custom themes in default themes folder

A simple problem I have no luck finding an easy answer or solution for...

I want to set up Windows so themepacks install in "C:\Windows\Resources\Themes" instead in that AppData Themes subfolder. The solution of extracting a themepacks and copying files is not good for me, since I want this to be enforced on all users.

Is there a method to achieve this? Via changing group policies? Or registry modifications? Or any tool that enables to install themepacks for all users (like right click->Install themepack for all users)?
