Manually adding shortcuts to the Windows 7 taskbar

In Windows 7, why can't you add shortcuts to the taskbar by just copying them into

\Users\username\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar

?

This technique works fine for adding shortcuts to the Start Menu... simply copy them to

\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu

When you copy the shortcuts into the appropriate folder for the taskbar, however, they don't appear in the taskbar. Rebooting does not help. Why doesn't this work?

I just create shortcuts on the desktop, drag them either to the Taskbar itself or the Quick Launch menu on the taskbar, then drag the desktop shortcut that remains to the Recycle Bin.
