Many BSoDs and Issues After Factory Reset

So today, I factory resettled my computer after having many BSoD and just gave up. Now, my issues involve 0x0A or 0x1E, my computer freezing with no errors, or being unable to boot up. I've done clean booting it, malware scanning, virus scanning, and windows memory test. Can you guys help me? I will attach mini dump files when I get to my computer. I'm on mobile.

I'm unable to boot up my computer anymore. Usually my computer turns on with fans running and the fan stops for a second for boot up. Now when I turn on my computer the fans keep on going without stopping and nothing is displayed on the screen.

It gives a hint that it might be a hardware issue.

As you cannot boot into windows, test your RAM modules for possible errors.
How to Test and Diagnose RAM Issues with Memtest86+
Run memtest for at least 8 passes, preferably overnight.

If it start showing errors/red lines, stop testing. A single error is enough to determine that something is going bad there.

I suspect you have something going bad for sometime which prompted you to reinstall. See if you can boot your w7 install media and go to the Advanced Options and run http://www.sevenforums.com/tutorials/105541-startup-repair-run-3-separate-times.html#post909722 using Option Two.

No matter how hard I try, I can't start up my Pc. I won't be able to download and utilize the programs mentioned.
Things I have tried:
1. Reseating my Ram card
2. Reseating my CMOS battery

Any other methods to just atleast get to the boot screen? The part where I can get to safe mode or the BIOS setup.

EDIT: Nevermind, it booted but it didn't last long.

I don't have a Windows Installer Disk, but I do have the product key. I can't get to the BIOS setup because it doesn't boot when I restart my PC.

EDIT: I think that one of my RAM card is defective or a slot. I didn't do the memtest86 because I don't have a USB memory stick BUT when I turn on my computer with only 1 RAM card, the first one, it booted up.
^^ If this is not the only case, I will do the Startup repair method.

So, I guess my 2nd and 4th RAM slot or 1st and 3rd RAM slot depending on what perspective you're looking at, is defective. Whenever I put a RAM card in one of those slots, the BIOS doesn't start up.
I only have 2 RAM cards right now at 4 GB. There is no BSoDs or freezes yet. If it still work, I'll do the memtest86 on Saturday.

Mate might be an idea to have a look at the PSU output too.

Using HW Info

You can test the volts on thePSU with HW Info HWiNFO, HWiNFO32/64 -Download < download the rightbit version and close the right hand window select Sensors and scroll down tothe power section where you will see what the volts are doing see my pic.

The original right handwindow shows the machine running and is handy for that but for looking at the components in somedetail close it and use the main left hand side panel

FOR OTHER COMPONENTS

Open each + down into thecomponent itself and then click on it -in the right hand side will appear all sorts of details including brands speedsand other essential info that device. See pic for example.
In my pic there are only laptop volts if your system has a dedicated PSU just scroll down to the power section where it shows the rail volts.

You should have scrolled down a bit more so we could see the 5V, however what's there is not good. The 3.3V should be no less than 3.1V and the 12V no less than 11.4V. The power supply (PSU) is not outputting the required voltages.

Wow, so the RAM slot isn't really defective? Just a defective PSU?

Rum memtest, that part is till guessing. Just run it so you'll know. It could be bad RAM, motherboard or PSU as far as we know.

I would be looking at a new PSU in any case. Corsair, Seasonic, and Antec are good quality ones. I think a 450W one will be enough.
