Recently cleaned a computer of malware. I've managed to fix almost everything (hopefully), but I've been left with problem with the menu bar in Windows Explorer. Namely, it isn't there or accessible.

Pressing Alt does NOT bring it up, and ticking it on (or off) through Organize -> Layout or from Folder Options via the control panel does nothing.

I've tried sfc /scannow, and even replaced explorer.exe from the original windows cd.

The only other noteworthy thing seems to be that I cannot use backspace to navigate to previous folder either (clicking the back arrow does work).

I would suspect that you still have some malware onboard. I would request this post to be moved to the security section and exlain fully what you have done to clean up the malware. Give as much information as possible from discovering the malware to now!
