HI I have windows 7 home premium with windows live mail and my email is outlook.com.
been trying to use the message rules but failed completely.
This what i have done
Clicked on the message rule folder
Box opens up
Ticked the top box (where the from line contains people)
Ticked the top box ( move to specified folder)
Selected the email required to be moved, But when I get to the specified section in the last box when I select that item only the (outbox) shows up I thought that there would be an option to choose the folder I made under the inbox in my outlook.com emai.
Any help here please.

WLM message rules only work for POP accounts.
What type of access do you have your Outlook.com email address using in WLM?
Maybe you are using HTTP and that's why you have the issue?
My Outlook.com account shown below in WLM 2011 is setup for POP3.

I have also the same problem I have outlook.com and gmail.com and the gmail ons shows as the image by david W7ncus.
Is there a way around this problem perhaps.

The default (automatic) setup for adding an Outlook.com email account is HTTP access (protocol).
I manually set my account up in WLM, using POP3.
To change from HTTP to POP3, you will need to add a new account for the same Outlook.com address, and then delete the current HTTP account.

You can find many articles doing a Google for outlook.com pop3 settings
POP works differently than HTTP/ IMAP / MAPI for how messages are kept on the email server / client folders.
POP is fine for one device (imho), but I prefer IMAP when getting emails for multiple devices...

Another thing you should do is log in to your account(s) ONLINE, using the WEB interface.
Check the settings for your account(s).
Different email providers have different options available for different protocols (POP, IMAP, ...)
