Windows 7 64 bit,Custom built desktop that's used on an amateur radio station,Has been since i built it about a hr ago with no problems, have an external soundcard on it attached to a hf radio by usb been on it since day one,2 day's ago the external sc stopped listening and when i opened the microphone tab on the recording device it was set to -192.0 db and muted, reset it and before i could i even click ok to close it the level changed itself right back to -192,and i noticed when i opened the volume mixer there is atleast 1 usually 2 instances of microsoft(C) register server running and i don't ever remember seeing them before, they are not running when the computer first starts and with no programs open they just appear and that's when it resets itself to -192 db

As you are using an external sound card, if you haven't done it disable the on-board audio in the BIOS. It can conflict.

Normally, USB devices are separate from the sound card, thus microphone input is not normally used. The mic input would be used if you connected an analog signal to the mic input.

Post a screen shot of the Sound Panel, Recording Section and of the Device Manager, Sound section.

Quite a drawn out procedure. Poor, but typical response from a vendor that either does not know how to fix it or does not want to help fix it. Customer is left "holding the bag" trying to fix whatever the problem is.

But as it has worked and all of a sudden didn't, first suggestion is to use the System Restore and restore back to an available restore point when it did work. If that does not fix it, "refresh" the sound by going to the Device Manager, RIGHT click on the sound device entry (you didn't state what sound you have so I can't be specific) then LEFT click Uninstall. Restart the PC and when Windows starts it will detect and reinstall the sound.

See this thread for a possible fix.
Msvcr100.dll is missing from your computer [Solved] - Windows 7 - Windows 7

ADDED: Some programs require Microsoft C++ compiler but do not install it with the program and assume its already on the PC. I ran into that with an older version of Sonar (recording program). I had to manually download and install the runtime before Sonar would install.

I've been out of Ham radio ever since I accidentally left my General class license lapse (I thought I had another year). I used to work 20 meters SSB.
