Solved Microsoft .Net Framework seems to cause problems related to the board

Hello
It is my first time to post in here so if I posted this in the wrong section, please remind me.

Yesterday, my computer started but got into the Startup Repair loop, the reason it provided is about winload.exe.
Then I reinstalled Windows 7 again and it seemed fine until today.
When I turned on my computer earlier tonight, .Net Framework just crashed by itself and caused programs to terminate because of the usage of .Net Framework.
Suddenly, it reboots by itself and stuck at the Windows GUI logo
When I try to reset, the mouse and keyboard have no electricity gone through and it just automatically go into Startup repair while I just desperately watching the computer going through the Asrock logo and Startup repair but can do nothing.
So now I can't use my keyboard and can't go into BIOS as well.

My plan is trying to switch the keyboard and mouse to another computer for testing and get another pair for testing the board itself.
If another pair doesn't work, I will short the circuit by removing the CMOS battery and try to get control of keyboard and mouse.

Do u guys have any suggestion? I am just desperate and tired.
I am wondering if the Windows caused the board itself to corrupt.
And also thinking if I should upgrade to Windows 10 after getting into BIOS successfully

Disconnect the Hard Drive power cable, and try to access BIOS on the very next boot. Try getting control of the keyboard when you do this tip.
