Microsoft Security Client OOBE (Event ID: 3)

My system keeps shutting down at random times. Especially more often during the weekends.
I have tried replacing the entire system twice already and reloading the OS multiple times with no success.
I checked the Event Viewer and there is always Kernel-Power and Kernel-EventTracking Error with the following Event ID and message:

If you made a clean install 3 times and the problem still exists, the problem is caused by something in common with all the installs. The appears to be your anti virus. Turn off Security Essentials if used or any other anti virus. Report back with the results.

I have already removed Microsoft Security Essentials.
I have also confirmed that there is no other Anti virus software being used.

And I am still having this issue.

How did you reinstall. Clean install, you had to reinstall all your software?
or Upgrade install. All your software was still in the new install.

For the record, I see the exact same error on a current Win7 Pro, with all updates through 5/20/17. This install is a fresh install from a new Win7 DVD (8 months old). The error includes the exact same:

The error has no tangible effect on the system, and I suspect it is processor or TPM related.
