Best Buy was doing that as well, selling you the Recovery Discs that they burned for $50.
The bad parts are:
The computer is now an open boxed item that they are selling as new.
If they don't have any units without the Recovery Discs and you want the machine but don't want the Recovery Discs, you have to make a big deal and get a manager to override the system.
This happened to us when I was helping a friend pick out a laptop at Best Buy that was on sale.
