The OP is not referring to cookies being placed in the browser, but the annoying cookie warning all over hell thanks to some "smart" bureaucrats in part of something called GDPR. It's just a money grab IMO and ill conceived. Great purpose, badly implemented.

It appears as though OP has tweaked a plethora of setting on the computer in question by the numerous posts. And the numerous issues therein.
I was attempting to alleviate the popup issue.
If you block all cookies you break most all websites from working.
I've never experienced all the issues OP is having with Windows 7 or any other OS ever!

If sfc /scannow reports no errors & System Update Readiness Tool reports no errors, a Repair Install/In Place Upgrade most probably will complete successfully, however there are a few issues that will prevent it, one is not enough space on the drive.
I always recommend backup up your system to an external hard drive, with integrity verification before attempting any changes to your system. It's not a question of IF, it's a question of WHEN you will need it!
