Monitor not going to full screen.

Not sure where this belongs.

I have a HP2210 monitor.
When i go to 1600x900 the monitor leaves a black edge all the way around the windo. Like its not full screening.
I check the monitor settings and played around but nothing is stretching the screen out.

I have a Radeon PowerColor 7850 GPU.

Any suggestions on where to begin to fix.

go into ccc and turn scaling to 0 under digital flat panel displays.
