Mouse works when laptop is unplugged

Great after fixing one problem another pops up.
The trackpad ad usb mouse work normally when the power to my laptop is unplugged. But when i plug the power in it lags and stutters alot. Any help?

For each power mode there are two sub modes:
- On battery
- On charger

Open Control Panel\All Control Panel Items\Power Options and change to other mode, (for example, from Balanced to Performance)
See what happens.

I am using high performance all the time. Also it isnt the mouse because it works normally on another laptop.

That sounds like a ground issue to the charger and causing EMI on the laptop. What model laptop and charger?

Its an hp pavilion g6, i5 2430m and 4gigs of ram. I am still using the original charger which is 5 years old.
