Hi, I have been having BSODs ever since I bought my computer. I have spent many hours both chatting and talking with Dell's Customer Service and they were no help. I have done at least four clean installs of Windows 7 Home Premium x64 because that is always Dell's solution. I don't have any information on what is exactly causing the BSODs to occur because it seems random to me. Thanks in advance.

According to Carrona.org, STOP 0x000000E3: RESOURCE_NOT_OWNED
Usual causes: Device driver

Your crash dumps are not showing any device driver as finite probable cause. In such a situation, it is better to enable Driver Verifier to monitor the drivers.

Driver Verifier - Enable and Disable
Run Driver Verifier for 24 hours or the occurrence of the next crash, whichever is earlier.

Let us know the results, with the subsequent crash dumps, if any.

STOP 0x0000003B: SYSTEM_SERVICE_EXCEPTION

Code:
Usual causes: System service, Device driver, graphics driver, memory

There is a wider range of causes for the Stop 0x3B, however, since you have two different BSODs which both have usual causes dealing with drivers (Stop 0x3E being related commonly to device drivers) then I would run (as suggested by Arc already):

I have attached my most recent dump files. Driver verifier is still enabled.

Some Windows drivers for the file system were found within the Call Stack, but couldn't find any third-party drivers which usually are the main cause in driver-related issues.

Test for memory issues:
Run Memtest86+ for least 7-8 passes, and preferably overnight as it can take a while to fully complete.

Test each RAM stick individually, if an error is found then move the same RAM stick into the next DIMM slot and test again, if errors are found for the same RAM stick in every available slot then you have a faulty RAM module. On the other hand, if no errors are found in the next slot or the other slots for the same RAM module, then you have a faulty DIMM slot.

Test each RAM stick and every motherboard DIMM slot available.

Check and repair corrupted and missing Windows files:

I ran MemTest86+ for at least 7 passes on all 4 sticks of RAM and on all four DIMM slots and found no errors. I also checked for missing Windows files but no problems were detected. Driver verifier is still enabled and I have included the most recent dump files.

Another Windows driver was blamed, have you installed all the Important and Optional Windows Updates?
