Thank you for the clarification Layback Bear I thought you were asking if I had a cracked copy or something and I'm tired enough I started to get offended/annoyed until I took a few minutes break and came back.
Sorry for the delay I had to remember how to use Imgur again.
System Properties edited.png is a screen shot of my system page with certain things scrubbed.
The Next three photos deal with uninstalling of Kaspersky in any profile safe mode or not.
This is what happens when I use Kaspersky's Uninstall in the start menu.
The next screen shot is through program and features
Lastly this is what happens during every boot up and relauches 4 times before giving up
I have also run
SUPERAntiSpyware Free Edition
Malwarebytes Anti-Malware
and Windows Defenders with only tracking hits on the superantispyware.

I realize I have multiple issues going and no problem answering any and all questions outside of my PIN or Passwords, I might even give you my Astrological sign if I really like ya. I do apologize for the slow responses Between stepping afk for unrelated business and trying to force myself to remember how to do something I can be rather slow. Again thank you all for the help I absolutely appreciate it all.
I am very concerned with my boot HDD as it has 2511d (over 6.7 years) worth of use. The drive was from an old HP media center I had back in 2006. I just realized it was an HP not Compaq one of those hp media center pc m7680n So of course you know it was a top of the line product to begin with (sarcasm off)
I was all in line to get an SDD for the boot drive when I first installed in 2013 but was unable too at the time and I need to read up on it again and which one to get, what size and so forth.
I tried that SeaTools for Windows and received the following pop up

You can try reinstalling Kaspersky for the purpose of trying to uninstall it fully.
You can also try to repair the Windows Installer Service which is sequenced here:
How to Fix "The Windows Installer service could not be accessed" Error
But with that level of corruption I'd instead spend my time now in a perfect
Clean Reinstall Windows 7 so that once it's set up and running perfectly you can save it as a backup image and will never need to reinstall again. The confidence and knowledge you gain about Win7 will remain.

Thank you all for the help I'm gonna call it a night for now. I'm worn out and have an early morning. For a Boot Drive I remember somewhere that the larger you get on an SSD drive the greater penalty to overall performance you get. Is this still in effect? or am I way off base and thinking of something completely different? I'll be back on tomorrow afternoon to pick this up again. thank you all. Wil

There`s really no reason to have anything bigger then 250 GB for an ssd
A lot of us only use 120-128 GB ssd`s

I use Intel 120 and 240 gb ssd and Samsung 500 gb ssd with no problems.
Many of the problems you have read about ssd's is old news on ssd's that first came out.
Todays ssd's are all whole new bread. I would just get one, set it up and use it.
Just go to our tutorial section when you get time and you will find lots of information.
We have many members that use SSD's and off the top of my head I don't remember anybody posting a problem except one. They wish they would of got a bigger one.
I think that the tutorials Greg has posted also gives guide lines on installing Windows 7 on a ssd.
Remember; no fear we are here to give guidance when needed.

Bill asked me to have a look at your MGADiag report.
The prime error in it is this one...
Licensing Data-->
CScript Error: Can't find script engine "VBScript" for script "C:\Windows\system32\slmgr.vbs".
This is usually caused by residuals of old AV's - or bad installs of current ones.
Is Kaspersky the ONLY AV that has ever been installed on this machine?
If so, follow the removal instructions here...
Service articles
Once complete reboot and run another MGADiag report, and post that - then either reinstall Kaspersky, or install MSE as an alternative.

Thanks for dropping by and helping Noel.
Is correct to say your repair option is not necessary because I believe Wil White is going to do a Clean Install?
Is it also correct to say the same media that was used should work in a Clean Install?

All genuine Windows 7 media can do a Clean install (even Upgrades, with a bit of fiddling) - OEM keys actually insist on a Clean install and you have to use a workaround to get them in on an upgrade install.

okay I received 2 x Samsung SSD 850 EVO 120GB by the brown men today. My next question is for the rest of my inquiries should I start a new thread? If so where would be most appropriate and any referred pages for setting up UEFI and what MoBo Software, drivers and utilities I may need or should avoid at all cost.

You only need to worry about 1 driver, the network drivers so you can get online.
Do you have the driver cd that came with the motherboard ?
If not you go to Gigabyte to download it now.
Why did you get 2 120 GB ssd`s ?
I would have just gotten the 250 GB.
Mine is Rockin
The 1st thing you do to a ssd for a windows install is set it up.
You create a Primary partition out of the entire drive, you format it, align it and set it active. Label it Windows 7 if you want.
I do all this with Partition Wizard.
