My connection is bipolar

One minute it will be good, and the next it is bad.
one minute it is 50%, then next its 75%, the next is 90% etc

I know its not my router since laptop is not like this

I get this error when troubleshooting

You could try different DNS servers. Give OpenDNS a try.

+1 on OpenDNS, You can easily set the DHCP servers from your network adapter settings under Ipv4

im using this only on this computer, hope it helps, should i add a network?
also, how is the privacy? am i just as protected using this as i would be not using it?

OpenDNS is as safe and private as any other DNS server, including the ones your ISP provides.

Not sure what you mean by "add a network"?

First thin openDNS wanted me to do was to add a network of theirs in order to experience the full benefit of their service

Not necessary but okay to do so. You can just use the DNS IP addresses.
