Solved My PC keeps shutting down while trying to install Windows 7

I can not get that far into the installation before the computer shuts off. Altogether my computer isnt even up for 15 seconds before the shutdown. This issue occurs before I am ever at a screen where i can select anything.

I ran the memory test off the windows cd and after 7 passes on extended mode it found no erros last night. Issue is happening with 2 different HDD's. Both are brand new with nothing on them. CMOS has been reset several times. BIOS finds everything w/o a problem.

Will do. Do you really think a 650w diablotec cant run 1 HDD, a DVD burner, and the MB tho? or just a faulty unit?

I want to thank you for the assistance, a new power supply fixed the issue. I am RMA'ing the old one on Monday.
