My start menu is only halfway done

Is this a win7 bug or an Nvidia driver bug? Can I fix it?

Hello Flagstang,

You could do a system restore using a restore point (if available) dated before this happened to hopefully fix it.

It's not possible to use system restore due to many things and I don't even think it restores that far back into the past anyway. If it's a registry edit that is needed I could do that, but I don't know where to look.
Has the issue been seen before?
