Solved My Webpages Are Being Hijacked

Hello,
How can I stop my pages from being hijacked? Even as I typed this message a site called "Adcash.com took over my screen. Another site called "Ad.propellerads.com" does the same thing. I placed both of these sites in the restricted sites area under security in the internet options, thinking it would help but it did not.

Another suggestion, once you've done the uninstalls, is to check the settings for your browser. Normally, I recommend doing this while NOT connected to the internet (unplug your ethernet cable, or turn off wi-fi). Make sure that your default search provider is back (Google, Bing, whatever...). Delete any and all search providers you're not using. Be sure that your home page and your start page are set the sites you want. Restart your browser, then check those settings again. Then, reconnect to the internet and check again.

This is probably the longest I've ever had a Windows machine run without having to restore it to scratch. I'm used to restoring to "factory" about every 2 yrs. I've run with Win7 since new in 2009 and only recently (Nov, '14) restored to clean up the machine from all my 'xperimenting. LOL!! I may never need another machine.

Upgraded to 10 when it was still free, then installed 2017 update.
Thank you for the well detailed response. I will start on this immediantly. Will let you know how well I did.
