My Windows Mobility Center is missing!!!!!

I have several problems with my laptop bluetooth function. It said that my bluetooth has been disabled. I'll have to enable it through Windows Mobility Center. But I can't seem to find Windows Mobility Center. Can anyone please help me with this??
