Need advice re Event ID 11 "Custom DLL's Loading Every" Boot

Friends, I have not been able to defeat this problem yet and would really like to understand the issue and get advice on remedy.
The owners of the PC in question are both ill much of the time and really can't handle the disruption of a proper system workover that would change things too much and this is the last little bug I'm wanting to quash for them. Everything else in reasonable working condition.

It is Windows7 Home x64 on an older HP corporate-grade Pro 6200, intel i5 etc. On only their main oldest account profile there is a delay at boot time of almost exactly 1 minute while the system attempts to load all DLL's, generating an Event ID 11 "Custom DLL's being loaded for every application". It is easy to see in the Event Log the time sequence of each fresh boot - everything's pretty norm until that point, then there is a gap in the timestamps of Events, and a corresponding "freeze" of the system's responsiveness, until that little storm is passed, then everything is normal.
Just to try, I setup a separate fresh User account, and when that one is used the Bootup process is clean and fast

On a tip from other threads I did set the Windows Driver Foundation service to Auto instead of Manual but it did not change the issue.

The owners/users are 2 elderly folks going through chemotherapy - both of them. They just don't need to deal with a new anything right now and this is really the only obvious bug. Its just especially annoying to encounter a login freeze like this on a new SSD ! :cry:
I think that's the article I got the Driver Foundation instruction from, but reading again now

Seems like a minor registry edit will fix it.

On the other hand, if it doesn't happen with a new user account, why not delete the old ones and then recreate them?

FINALLY got back to that project. Yes.. changing the values of the LoadAppInitDlls keys to zero stopped that error cold. I changed both the one under Windows_NT and SysWow. One of those had been set to 1 the other was empty, FWIW.

Let me ask this; the general question is "how to work around "access denied" fail when trying to delete services using the sc.exe function?"
At issue are a pair of zombie services left over from the HP packaging the awful MCAfee security products with their Pavilion towers back in 2011. Whatever they were, were uninstalled long ago but the uninstall was dirty, as is usually the case with McAfee. Running the consumer products removal tool did not get these. Two services attempt to run on every boot, their proper names [via Properties]:
mfemms aka McAfee Service Controller
mccspsvc aka McAfee Cloud Platform

Using the snap-in services console one can do nothing with either of these.
With built-in Administrator account AND elevated command prompt, attempts to run sc.exe delete "name" fails with "Access Denied". Reading up on this problem is not encouraging. most of the threads I read devolve into "shoot the messenger" exercises with respondents hurling insults :eek:

how to do? I'm not sure any real harm is being done with these but the bootup is fairly clean, if bulky, other than these

I'm glad the problem is resolved.

If you run msconfig.exe, are either of these listed in the Services or Startup tabs?
