Hello BoDikens,
Those would be your factory recovery partitions. You DO NOT want to mess with them. These are what allows you to be able to restore Windows 7 back to factory conditions with.
They do not show up in your Computer window since they do not have a drive letter assigned to them. You do not want to assign a drive letter to them to avoid doing anything to them by mistake as per the reasons above.

If your computer is store bought that came with Windows 7 preinstalled, then the 13.55 GB partition would be the main recovery partition that contains all of the installation files.

I noticed that ?1 and ?2 not only don't have a drive letter but they are empty. (100% free space) Therefor no file system.

They may appear as no filesystem in the case of an unknown filesystem. There may be recovery data there, only visible to the restoration software.
