Hi Ganjafreak and sorry for the late reply, i didn't see your post...
Thanks to Derek who linked me!

So, cursors are Comix for CursoFX
(free, but if you google a little bit you can find an installer for Windows, just notice CursorFX is more complete...)
and the dock is ObjectDock Plus which allows tabbed docks as you saw in my screenshot
(paid!).
