Need to run Safe Mode and Disable Driver Signature Enforcement

I am having a great issue installing the new AMD driver for my Radeon HD 7700 series graphics card.

Error 99 shows, indicating that I need to Disable Driver Signature Enforcement.

I know how to do it (f8... etc), the issue is that the graphics card wont display any image when booting normally, so the only way to install the driver is through safe mode.

So now the issue is not how to Disable Driver Signature Enforcement, but how to install that ** driver while in safe mode.

I have tried using the command line "bcdedit.exe -set loadoptions ENABLE_INTEGRITY_CHECKS and bcdedit.exe -set TESTSIGNING OFF", but they dont seem to work in safe mode because the Error 99 is still showing, indicating that the Disable Driver Signature Enforcement is not actually working for safe mode.

I can not use that command line to boot and install because, as i have stated before, the graphics card wont show anything after the windows icon appears. The only way is through safe mode.

Please help, i am desperate.

PD: I have checked through safe mode and command that the computer is at least capable of showing that the card is being read by it (wmic PATH Win32_videocontroller GET description is the command line used in this case)

Windows 7 64 bit.

What Graphics card you had before?
On BIOS did you disabled the internal Graphics, and set the primary to PCIe?
Boot on safe mode, open device manager and uninstall the existing graphics driver. Reboot.

I have had the same graphics card since I bought the computer. I could not disable nor set primary nothing on the BIOS. That was because almost 3 days after my first post, the computer stopped turning on! At this moment I do not know whatsoever what is happening. As soon as I click the power button it does not shows its normal color, white, but it stars blinking yellow (the power button), then from within the tower, the computer starts beeping with a couple of seconds in between each beep, or something like that. Black screen. Still damaged to this day, I can not think of any solution.

You need to listen and note those beeps.
They are actually telling you whats wrong. the comps manual should tell you what they mean and you can go from there.

To dissable driver enforcement,
Use the tick box for it in Advance boot options menu.

note if your previous driver was working fine, dont update.

You should not have to disable driver signing to install AMD video drivers. I have used Radeon cards for over 10 years and I have never had to do it for any of my cards or any set of drivers. Where did you get this driver from?

And I agree with Roy. If your drivers are working properly don't update (unless the new version solves a problem that you are having with the PC. Otherwise, leave it alone.)
