NET framework 4.6.2 blocked wont install

Tried: restart, used net framework 4.6.2 online and off line installer, net framework repair tool.
The current net framework version is 4.5.2

Error message reads:

Setup has detected that this computer does not meet the requirements to complete the operation. The following issues must be resolved before you can proceed.

Blocking Issues:

Setup cannot continue because a previous installation requires your computer to be restarted. Please restart your computer and rerun Setup.

Any help would be greatly appreciated.

Did you downloaded a 64 bits version.
There is a new 4.8 version.

There is a pending update that needs that the computer is restarted. Did you restarted (reboot)?

Open a CMD window as administrator and type
sfc /scannow

Reboot and do it again.

I did the sfc scan the results were:
Verification 100% complete
Windows resource protection did not find any integrity violations.

Do you want me to try again to install net framework 8 again?
I'm a little confused with the order or sequence steps of the install process?
Can you clarify. thanks

This time the net framework 8 install ran much longer this time, before I got the blocking message. I used the offline download version I will also try the online version to see the results. Thanks for your effort Megahertz07

I have gone through the .Net Framework installation documents from Microsoft.

It says that you may need to restart your computer more than one time if Windows detects a number of missing updates.

I also seeing a destination host unreachable ping message after trying to connect to the Microsoft frame work through online. I tried the solutions from this page. Destination Host Unreachable -Fix Ping Error Message But the error reappears.

Restarte ran setup at least 6 times. During that process and today had about 11 updates . Net framework 8 still won't install hopefully soon I will get the need update?
