Did you try after running sfc?
There was a recent .net issue posted by someone else, that person got rid of it by upgrading to Windows 10. Now, of course I am not telling you to do so. Instead you could try a repair install (you will need to re-install device drivers and Windows Updates, programs and user files will be unaffected). Please read about it to get an understanding -

There is also a 3rd party app (tweaking.com all-in-one Windows repair) which could help. But it is mentioned that it could induce a security risk because it gives rights to users to everything. Mind you many used it without issues but I will let you decide if you wish to give that a chance.
