Network Issues

While using regular internet n i check Task Manager under Networking my max network usage is at 0.92% constant but fluctuates higher sometimes e.g when streaming a video, Link Speed is 100MB my bandwidth is 1MB. My thing is that when i run a VPN program which uses local area connection2 network usage is about 0.96-0.98% for LAN1 n about 9-11% on LAN2(uses 10MB Link Speed) meaning i am receiving about the same and a bit more speed. How if possible can i get 0.96-0.98% speed from LAN1 without using VPN program.

Think of it this way 1mb is 10% of 10mb, and 1% of 100mb.

I understand that but what i want to know is if i can get LAN1 to use that bit extra bandwidth/speed that it uses to allow LAN2 to reach its bandwidth/speed when not using LAN2 if possible since 0.92% is dl speed of 105kb/s which i normally get but when i use VPN i get 105-112kb/s so if i could get 0.96% on LAN1 without using VPN dl speed should most likely be more than 112kb/s but is it possible n what would i have to do.
