New drive, new Win 7...best way to restore/install programs

Hi guys...

Got a new HDD with a new Win 7 installed...updated and ready to roll...do NOT have a system image...all backups were done using Windows Backup program.

Question now is what is the best way to restore from my backup (on an external drive) and install programs..in other words, should I try to install all the programs I can remember I had such as Picasa, Chrome, some work programs, MS Office, Adobe reader, etc FIRST or just get the files/data on the new HDD first?
