New install of w7 64b onto new HD not working

I put a new hard drive into my HP dv7 laptop. I downloaded the ISO file [I do have a key]. I started the computer and when I put the dvd into the drive, I get an error, " no bootable device" I went to the BIOS and made sure that the order was correct. I tried it with two different cd's and a usb and nothing,

W7 Home premium SP1

Any ideas?

How did you burn the DVD? I'd suggest doing it again but use ImgBurn at 4X speed (or the slowest speed available).

You could also create a bootable USB flash drive and install from there using Rufus.

I download the ISO from my PC onto the dvd, I did the same with a usb drive.

You have to burn the iso to dvd with a burning program, as suggested.

The error means the HD cannot boot, which we already know.

Reboot and tap the HP ESC key to get a boot menu, select DVD drive to boot. Do you get a prompt to Press Any Key to Boot disk? If not then the disk is not burned correctly or the ISO is bad.

Start with a fresh ISO and burn it to fresh, new DVD with the tool also provided in http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164.

If this fails then work through the steps for Overcoming Windows 7 Installation Failures - Windows 7 Help Forums.

I set it in the BIOS to have the DVD drive to boot. No, I never got a " press any key to boot"

I downloaded the ISO file from the link above. there are a few different choices so I downloaded another one.

You should be using http://msft.digitalrivercontent.net/win/X17-58997.iso for 64 bit,
or since you only have 4gb RAM you might get better performance from 32 bit at http://msft.digitalrivercontent.net/win/X17-58996.iso

next problem. Key isnt working. It is valid. I put the old hard drive back in and validated the key and it was valid.

If it's a retail Upgrade copy of Win7 then leave the key blank during install, then after install do the quick workaround in Option 3 of http://www.sevenforums.com/tutorials/31402-clean-install-upgrade-windows-7-version.html.
