I just did a new build with the following specs:
-Intel I5-4690k
-Asus Z97-A Motherboard
-EVGA GTX 970 SC
-Corsair H105 Water cooler

Old parts still used:
-OCZ Vertex 4 256gb SSD
-Seagate 1tb HDD
-Corsair 8gb DDR3 1333

I reinstalled Windows 7 Pro 64, installed all the drivers from the disc, updated Windows, and can use my computer fine. However, it regularly hangs up when shutting down(saying "Shutting Down") and I have to manually turn it off, and sometimes, I come back and see the "windows recovered from an error" with the 9f for the BSOD. I have already ran Kaspersky's rootkit scan, but didn't find anything. It might be the Intel RST, but I don't want to start uninstalling things blindly. Any help would be much appreciated!

 Clean boot

Reduce items at start-up. No software except anti-virus is required plus doing this improves the time for logging into windows:

Run the System File Checker that scans the of all protected Windows 7 system files and replaces incorrect corrupted, changed/modified, or damaged versions with the correct versions if possible:
  • Click on the :orb:
  • Type CMD on Search
  • Left click and Run as Administrator
  • Type SFC /scannow

I disabled USB Selective Suspend and ran the system file checker(No integrity violations found). At this point, it wouldn't tell me anything to perform a clean start, seeing as this is an intermittent problem(weekly). If the BSOD frequency increases, I'll reference this post and try the clean start.

The main reason I posted was to make sure this wasn't a hardware problem with my new mobo/cpu. It seems like it is software so thanks a lot for your reply.

It happened again. It seems to only happen when I'm not at the computer. I have my computer set to sleep after 30 mins. Could this have any effect?

That is the nature of a 0x9F BSOD. Post the data following the BSOD posting instructions if you want to get it debugged.
